"Encouraging Library" project, guided by the Law of the People's Republic of China on Public Libraries and the Plan of the National Public Library Development in the 13th Five-Year Plan Period, focuses on the development and construction of social public cultural services from the perspective of industry, and integrates the resources from all sides in the way of project branding and specialization. Since 2018, 10 county-level libraries have been funded every year to help improve the efficiency of county-level public libraries in border areas and ethnic minority areas, steadily promote the construction of grassroots reading network system for all people, and meet the cultural needs of the people.
